I can only get the dock and menu to move together when the larger (external) screen is “below” the laptop screen in the “Arrangement” tab setting. But the shocker is that I’m now unable to move my windows “up” from the external display to my laptop screen as the windows are being blocked by the Menu bar on the external display. Pretty bad behaviour.

In other words, the dock always seems to mimic gravity, “falling down” to the lowest display.
